Government
contract inspection is the pre-shipment inspection
authorized by the government of the importing country,
which is also known as Comprehensive Import Supervision
Scheme (CISS). It is the compulsory pre-shipment inspection
of the imported and exported goods of an importing
country conducted by one or several transnational
public surveyors designated by the relevant governmental
departments of the importing country such as central
bank, ministry of finance, ministry of commerce and
ministry of foreign trade by jointly promulgating
decrees. The cleanness report issued by the designated
public surveyor is one of the valid vouchers of the
seller for bank negotiation and customs release. There
are about 50 countries implementing Comprehensive
Import Supervision Scheme, including some economically
underdeveloped countries in Asia, Africa and Latin
America.

1.Quality
inspection:
Inspectors conduct on-site
inspection of goods to ensure the description of goods
complies with the details of pre-shipment inspection
application, pro forma invoice and packaging schedule.
Before the issue of official inspection report, the
Seller shall revise any nonconformance found in inspection.
In addition to goods inspection, we also conduct physical
test, chemical analysis or visual inspection of export
goods to ensure the quality of goods meets the requirements
of import permit, contract and relevant international
standards.
2.Quantity
/ weight inspection
Inspection will be performed
according to common standards in international trade,
relevant industrial standards and contract requirements.
3.Packing
inspection
Packing should ensure
the goods can arrive at the port of destination and
be received by the consignee in good order and condition.
4.Witnessing
of loading
If required by the importing
country, inspectors shall also supervise the loading
of goods into containers and seal the container to
insure the goods transported are inspected qualified
products. As for the goods transported with containers,
inspectors shall supervise loading and seal containers.
5.Price
comparison
The commissioners of CISS
Center shall conduct final price appraisal according
to inspection result and the appropriate final documents
submitted by the seller. In addition, these commissioners
shall also calculate the value of goods pursuant to
the customs regulations of the importing country for
taxation purpose. We will audit the price of goods
to insure the customs revenue of the importing country
and the accuracy of trade statistics.

S. coding verification
According to the customs
tax book and classification rules of the importing
country, the commissioners of CISS Center shall decide
the correct goods tax codes for the goods inspected
on site.
7.Examine
whether imported goods comply with the statutes of
the importing country.
The commissioners of
CISS Center shall verify whether import formalities
have been settled and legal and whether imported goods
are contraband goods.
